Transparency in governance and democracy

few months ago we had the pleasure of listening to Professor Sanz Mulas talk about the importance of transparency in public expenditure management, presentation he enrolled in the diploma under Policy Prosecutor in El Salvador was held at the Faculty of Graduate Studies Masters and the Technological University of El Salvador, in partnership with the National Foundation for Development (BASED), the last module of the course was referring, of course, the Transparency Fiscal and Accountability.
This academic effort is consistent with the institutional mission of the University which aims to promote fundamental changes in our society, recognizing that transparency in governance in general, and responsible stewardship of public resources, particularly in the common good, "legitimizes any democratic regime, the recognition of its concern the efficient allocation of tax revenues to the satisfaction of collective needs prioritized by the company, observing it, principles of effectiveness, efficiency, quality and economy of resources.

Aware of its social commitment, the University believes that promoting transparency and accountability underpinning democracy as an ideal political model for full realization of the human being as a person.
There are many studies that demonstrate a direct relationship between openness and economic development of countries and this is because the resources are distracted from the economic activity through tax collection, should be invested in a socially profitable on goods and services that improve the quality of life of people and create, at a time, social stability conditions for the implementation of investment projects of long maturity. The leitmotiv then a desirable public administration would be consistent with a culture of transparency and accountability. Assuming
that the market is an efficient mechanism for organizing production, according to social priorities expressed through effective demand, we might ask then, what role should the state play in a market economy, and quickly find response to the needs of those segments of the population with low purchasing power and whose realization requires a deliberate government intervention to meet their immediate and mediate gaps and also to offer real choices to overcome their economic situation, so auto sustainable. All this presupposes the existence of a kind of contract social, where we have some possibilities offered our solidarity with those who do not have to pay, through taxes, a number of services and goods considered meritorious for us all.
In fact, the identification of those priority needs we have delegated to our government and the responsible management of common resources we deliver for the common good, that requires public officials more ethical responsibility from the executive of a Private companies that run counter to its work, complete managing the firm's resources for personal gain and not the owner (agency conflict)-in the case of public administration would speaking of corruption, "I say this because, even though both are equally despicable (conflict of agency and public corruption), the collective resources (taxes) are the only option for medical care, obtaining quality education and decent roof for example, for a large proportion of the population, which is why the expenditure of public institutions must be transparent and public officials should be accountable to taxpayers about how their taxes have been used to solve the deficiency conditions of large sections of the population and strengthen also the sustained economic growth.
However, it should be emphasized that this culture of transparency and accountability is not the product of spontaneous generation, but must be built from public awareness about the state's role in society and public institutions as its most visible, through policies which are implemented to improve the quality of life of the population in this task of public awareness play a key role universities to engage in comprehensive training and ethics of their students. all this and the efforts that have been made in the country in favor of an institution that is guaranteed for the average citizen, transparency in the management of public affairs, the fight against corruption and open public spaces to strengthen democracy, gives us great satisfaction to assess the public spaces that are open at this university for people like Professor Sanz, contribute to debate these themes that reveal clearly the relationship between transparency and democracy, which is compromised, from time to time, as a result of opacity in the management of public funds and neglect of large collective problems demand urgent solution.

Today my party Un Nuevo Tiempo is the anniversary. We met a year to foster hope and build the real Social Democracy ... A Social democracy as I've said, goes beyond a simple political slogan, it's the lifestyle we have chosen, Venezuela dream of a beautiful, dignified, justice, freedom, but also the force that inspires us work tirelessly to make that dream a reality, a reality that we are all part, without distinction, a reality that is not conditioned by political colors, a multicolor actually called to enhance the values \u200b\u200band principles that make a great nation.
In recent years our party has gone through very difficult times, which we had to overcome situations that have tested our loyalty and our commitment but has left us a great learning, learning that translates into the need to stay united to fight against anyone who is committed to destroy what you worked hard. Many have taken a different path, have their reasons and despite the criticisms that can make us, we are convinced that at some point in this game felt the love, commitment and loyalty that today we proudly dispense. To them our love and our respect.

Pablo Perez has taken courage and humility to the great challenge to keep our flag high, with leadership from the Zulia drove the great electoral machine that gave him his voice for Zulia in the AN and the highest authority of the State has stood firm against any attempt to give in, always under the banner of respect and making it clear that their commitment and priority is to Zulia and its people, without distinction, without conditions and with the conviction to work tirelessly for a state of achievement , hope and freedom in which the Social Democracy is a reality that every day is consolidated UNT .. today is a growing political force that, despite its detractors represents a story a few years but also of many achievements.
I really feel proud of those who work daily to enhance our flag of freedom, youth, men and women who keep their faith intact and are becoming increasingly committed to the ideas that inspire us, to them my respect and gratitude I am convinced that the good people in my party is a majority.
The challenge we have is to keep adding, keep building, keep hoisted the flag of our party and strengthen the Social Democracy in every corner of the country. Jump over obstacles, eradicate anyone who seeks to sully our purposes and especially maintain and nourish the pride of being part of this great family.
In 2006 many did not understand the scope of the words of our leader when voters said the results reflected "a political victory in an electoral setback" Today I can say with full conviction that political success is reflected in every Venezuelan who believes in our party, in each of the thousands who have joined this fight, in every child, every man and woman who become carriers of hope and they devote their time to bring our message to every corner of this paĆs.Sin doubt this has been our greatest achievement and further proof that the way we started in Zulia is still deepening, that this example of Social Democracy is still our north and every day we are committed to building a NEW VENEZUELA.
